How do international students enrol at a Ukrainian university?

You open an account in Ukraine's interdepartmental system for foreign applicants, accept a university's offer, receive an electronic invitation, obtain a type D visa, cross the border overland, and then apply for a temporary residence permit.

That sequence is fixed by government regulation rather than by any single university. Miss one link and the next one will not be issued. What follows is what each stage consists of, with the official source for every figure.

The electronic procedure is set by Cabinet of Ministers Resolution No. 758 of 28 June 2024, which approved the Procedure for admission and study of foreigners through the Unified Interdepartmental Information System. It is in force with no later amendments, as recorded on the Rada database on 8 August 2026.

An older instrument still matters alongside it. Ministry of Education and Science Order No. 1541 of 1 November 2013, registered as z2004-13, remains in force in its 30 November 2021 wording and supplies the admission windows, the permitted study formats and the institution's reporting duties. The official portal is studyinukraine.gov.ua, run by the Ukrainian State Center for International Education, the state enterprise authorised for this work under Order 1541 (para. 2).

Two limits apply from the start. Only institutions holding a licence for educational activity, with accredited programmes, may take foreign students (Resolution 758, para. 1). And the procedure does not cover foreigners permanently residing in Ukraine, people granted refugee status, or people in need of additional or temporary protection (Resolution 758, para. 2; Order 1541, para. 2).

Degree students are enrolled twice a year: until 1 November for the autumn semester and until 1 March for the spring one. That applies to Professional Junior Bachelor, Junior Bachelor, Bachelor and Master programmes, under Order 1541, para. 6(1).

Other tracks run year-round. Postgraduate and doctoral study, preparatory faculties, professional development, internships, academic mobility, clinical residency, transfers and resumption of studies all sit outside the two-date rule (Order 1541, paras. 6(2)–6(5)).

Those two dates are the outer wall. Each institution sets its own submission, assessment and enrolment dates in its admission rules and publishes them on its official website (Order 1541, para. 6, closing paragraph). In practice those are the deadlines that cut applicants off.

The portal describes six stages: create a digital account and apply, receive an Admission Offer, accept it and receive your Invitation for Study, apply for the type D visa, enter your border-crossing details before travelling, and apply for a residence permit after arrival. The legal content of those stages sits in Resolution 758.

You file the application through a personal electronic cabinet in the Unified System, and the number of applications for an invitation cannot exceed 20 (Resolution 758, para. 5). The state portal charges 3,100 UAH once for use of the system, with those 20 applications included.

Four documents go up with the application: the education document on which you are being admitted and its annex, an academic certificate if you are transferring or resuming your studies from the second year onwards, your passport, and a colour digitised face image (Resolution 758, para. 5).

Does everything have to be legalised?

No. The education document and the academic certificate must be certified in the country of origin in the way officially used there, which means either consular legalisation, or an apostille if the issuing country is a party to the 1961 Hague Convention (Resolution 758, para. 5; Order No. 504, section IV, para. 2). Documents issued in Ukraine are excluded from the requirement.

There is a further branch worth checking before you pay for anything. Article 3 of the Hague Convention, to which Ukraine acceded by Law No. 2933-III of 10 January 2002, states that the apostille cannot be required where the laws or practice of the receiving state, or an agreement between contracting states, abolish or simplify the formality or exempt the document from legalisation. Which of the three routes applies depends on the country that issued your document rather than on your nationality.

Validation is a check of the education document and its Ukrainian translation against the formal requirements and the admission conditions, carried out either by the body performing the functions of the National Information Centre for Academic Mobility or by the institution's admissions committee (Resolution 758, para. 6). It ends in a written conclusion entered into the system.

The timing is the part people miss. The conclusion must be available to system users before the electronic invitation is obtained (Resolution 758, para. 6). Skip it and the chain stops there.

The criteria are specific. The document must not originate from states or territories Ukraine does not recognise, must not rest on periods of study in such places, must certify a level sufficient for the chosen programme, must match the official format of its country of origin, must carry the required signatures and seals, must be free of unreserved corrections or erasures, and must not record failed compulsory examinations. The annex must list the speciality, the programme and the subjects with their hours.

One more distinction matters if you are applying to several places. A conclusion issued by an institution's admissions committee is valid only for that institution, while a conclusion issued by the National Information Centre body is valid across Ukraine (Resolution 758, para. 6).

The invitation is an electronic document generated by the system, naming the institution, the speciality, the study format and its own expiry date, and signed with a qualified electronic signature or seal of the institution (Resolution 758, para. 3). You can print it if you want a paper copy, but nothing is stamped at the border.

Two clocks run before it exists. The institution has up to five working days to decide on an educational offer after your application reaches it (Resolution 758, para. 7). For applicants from states on a designated list, the Counterintelligence Department of the Security Service and the State Border Guard Service run a prior check, normally within 10 working days, extendable to 30 working days where the request requires a large volume of information (Resolution 758, para. 8).

Once issued, the invitation is valid for six months from the date the electronic seal or signature is applied (Resolution 758, para. 7). Its data, and information about the documents issued to you, pass automatically into Ukraine's visa information system for use by embassies and consulates (Resolution 758, para. 9).

Refusal is a real outcome. It follows from information creating a threat to national security or public order, from false statements or forged documents, or from other circumstances established by a competent body. You have one month from registration of the refusal notice to ask for the decision to be reviewed, with reasoning and additional documents (Resolution 758, para. 8).

A long-term visa is issued to foreigners entering Ukraine to arrange documents giving the right to stay or reside for more than 90 days, and a foreign diplomatic mission issues it as a multiple-entry visa valid for 90 days. That is the Visa Rules approved by Cabinet of Ministers Resolution No. 118 of 1 March 2017, para. 4, in the 21 May 2025 wording.

The study-purpose document is the electronic invitation issued under Resolution 758, expressly listed in the Visa Rules (Resolution 118, para. 8(4-1)). Alongside it, para. 5 requires:

  • A passport valid for at least three months after your declared departure date, with at least two blank pages, and with a period of validity of no more than 10 years (para. 5(1)).
  • A completed and signed visa application form (para. 5(2)).
  • One colour photograph, 35 × 45 mm (para. 5(3)).
  • Biometric data: fingerprints of all ten fingers and a facial photograph, required since 1 January 2022. Biometrics must be submitted in person to the consulate or the external service provider (paras. 5(3-1), 8-1).
  • Health insurance with cover of at least EUR 30,000 (para. 5(4)).
  • Proof of sufficient financial means for the planned stay and for return, under the procedure approved by Cabinet of Ministers Resolution No. 884 of 4 December 2013 (para. 5(5)).
  • Proof of payment of the consular fee (para. 5(6)).

The biometric requirement is the one that breaks travel plans. It cannot be posted, couriered or handled by a representative.

You cannot fly in. Ukrainian airspace has been closed to civil aviation since 24 February 2022, and the closure was still current at the time of checking: EASA's Conflict Zone Information Bulletin CZIB-2022-01R14, last revised on 24 July 2026 and valid until 31 January 2027, cites Ukrainian NOTAM A0021/26 closing the Lviv, Kyiv, Dnipro, Simferopol and Odesa flight information regions to civil flights.

In practice that means flying to a neighbouring country and completing the journey overland. Budget separately for that leg, in both time and money, and count it inside the 90 days your visa gives you.

Before arrival you must enter the time and place of your border crossing into your electronic cabinet, and the Border Guard Service records confirmation of the crossing in the system (Resolution 758, para. 10).

Recognition of the foreign education document is mandatory, and it is a separate procedure from validation (Resolution 758, para. 11). It runs under Ministry of Education and Science Order No. 504 of 5 May 2015, registered as z0614-15, in the 1 November 2022 wording.

There are two competent bodies. A higher education institution recognises the document for admission, continued study or an academic post within that institution; the Ministry recognises it for admission and professional activity across Ukraine (Order 504, section II, para. 1). The decision must be delivered within 45 calendar days of receipt of all necessary documents (section VII, para. 8), and the resulting certificate is valid together with the original document and has no expiry date (section VII, para. 5).

The file is a certified copy and Ukrainian translation of the document, the same for its annex or another document describing the programme and learning outcomes, and identity documents. Copies of earlier education documents and an official statement of the academic or professional rights the qualification confers are added where required (section IV, para. 1).

The consequences are hard-edged. If recognition is refused, the institution expels the student within two weeks of registration of the refusal notice; if the qualification turns out to support a lower level than the one applied for, study continues from the level matching the result (Resolution 758, para. 11). Moving into the next year of study requires recognition data to be present in the Unified State Electronic Education Database.

Apply for a temporary residence permit, in person, after enrolment (Resolution 758, para. 13). Under the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons", No. 3773-VI, foreigners who came to study and obtained a permit are lawfully present for the period of study (art. 4(13)).

The grounds for issuing the permit are an application, a valid health insurance policy, a document confirming the fact of study, and the institution's undertaking to notify the migration service if you are expelled (art. 5(13)). The permit runs for the study period stated in that document (art. 5-1(1)(4)). Per the government service guide on Diia, documents go in no later than 15 working days before your permitted stay expires, the decision takes 15 working days, and the charge is 1,140 UAH (34 state duty, 452 administrative service, 654 for the card blank). Territorial bodies and subdivisions of the State Migration Service, the state enterprise "Dokument" and administrative service centres accept the file.

Your institution is not a bystander. It must submit the permit paperwork on time (Order 1541, para. 17), record your enrolment in the electronic journal within 15 days (para. 18), record expulsion, interruption, resumption or transfer within 15 days (para. 19), and notify the migration service within 10 days about students expelled on the grounds listed in Article 46 of the Law on Higher Education, or who stop studying without good reason or disappear from their place of residence (para. 20).

Validation treated as part of the invitation. It is a separate gate with its own conclusion, and that conclusion must be in the system before the invitation is obtained (Resolution 758, para. 6). Applicants who plan backwards from the 1 November or 1 March cut-off routinely leave no room for it.

Legalisation left until after departure. Legalisation or apostille happens in the country that issued the document. Once you are in Kyiv with an uncertified diploma, the fix means sending papers home, and the recognition clock has not started.

The three clocks that do not line up. The invitation lasts six months, visa applications cannot be filed earlier than three months before the trip, and the security check can run to 30 working days (Resolution 758, paras. 7, 8; Resolution 118, para. 8-1). Add the overland journey and the window closes faster than it looks.

Arriving visa-free. A visa-free right of entry does not replace the type D visa, because the long-term visa is a statutory condition for obtaining a temporary residence permit (Law 3773-VI, art. 5-2). Students who enter without it have to leave and start again.

Recognition treated as a formality. It is a 45-calendar-day procedure with a real negative outcome, and a refusal triggers expulsion within two weeks (Order 504, section VII, para. 8; Resolution 758, para. 11).

Do I need a visa if my country has visa-free entry to Ukraine? Yes. Article 5-2 of Law No. 3773-VI obliges foreigners to obtain a long-term visa in order to receive a temporary residence permit, unless laws or international treaties provide otherwise. The listed exceptions do not include students.

Is distance learning an option? Study may be full-time, part-time or distance (Order 1541, para. 3; Resolution 758, para. 2), but distance study is not available in the health care field of knowledge, group 22 (Order 1541, para. 3). Preparatory faculties are full-time only, last no more than two years, and their certificate requires a state-language examination result of at least A2 (Resolution 758, para. 2).

Who pays, and how? Educational services for foreigners are provided under contracts funded by individuals or legal entities, unless an international treaty or an inter-university mobility agreement says otherwise (Order 1541, para. 15). The educational offer you accepted forms an integral part of that contract (Resolution 758, para. 12). There is no automatic state-funded place.

What happens if my invitation is refused after the security check? You may ask the competent bodies to review the decision within one month of the refusal notice being registered, giving reasons and any additional documents (Resolution 758, para. 8).

What happens if I am expelled? The institution reports it, both into the electronic journal within 15 days and to the State Migration Service within 10 days on the statutory grounds (Order 1541, paras. 19, 20). Your permit is tied to the study period, so the basis for your stay goes with the enrolment.

Most of this you can do yourself through the state portal, for the 3,100 UAH the portal charges. The work that reaches lawyers is narrower: validation or recognition files that come back unfavourable, invitations refused after the security check, residence permits refused or filed late, changes of institution that break the immigration chain, and the move from a study-based permit to an employment- or family-based one after graduation.
