Who is behind Ukraine For ALL, and how are the facts checked?

Ukraine For ALL is a private information project run from Kyiv, at 77 Velyka Vasylkivska St., and part of Innova Consulting Group. It explains how procedures work for foreigners who invest, open a company, hire, live, study or travel in Ukraine. Every figure on a guide is tied to its primary source: a law with the article and the version date we read, or an official portal with the date we read it. Every guide shows the date its facts were last checked.

What is Ukraine For ALL?

The project

The site is a set of practical guides for people from other countries who have to deal with Ukraine: an investor checking a structure, a founder registering a company, an employer hiring a foreign specialist, a student applying to a university, a visitor planning a trip. The guides are grouped into seven sections, one per situation:

SectionWhat it covers
4investorsEntry structures, currency rules, war-risk cover, residence by investment
4businessLLC or representative office, Diia.City, a ready-made company, a new director, closing down
4workHiring a foreigner in Ukraine, hiring Ukrainians from abroad, working here legally
4residentsTemporary and permanent residence, citizenship, marriage, apostille
4studentsAdmission, the student visa, diploma recognition, the Ukrainian language
4touristsEntry rules, visas, official travel advice
4moneyCompany taxes, bank accounts, tax audits, tax numbers, dividends

All guides are also listed in one place, in the library. The main language of the guides is English; section pages and translated guides are published in Ukrainian and Russian.

Ukraine For ALL is a private project. It has no connection to ukraine.ua, UkraineInvest or any other state agency, and it speaks for no government body. Where an official portal holds the rule, the guide links to it.

How is every fact checked?

Method

Rules affecting foreigners in Ukraine change often, and the country has been under martial law since 24 February 2022, most recently extended for 90 days from 31 October 2026. A figure that was right last year can be wrong today, so each guide goes through the same five steps:

  1. Read the primary source. The writer reads the law, the Cabinet of Ministers resolution or the official portal itself, in the version in force on the day of reading. Laws are read on the official legislation database of the Verkhovna Rada, zakon.rada.gov.ua.
  2. Tie each figure to its source. Every deadline, fee and threshold on the page names the act and the article with the date of the version we read, or the official portal with the date we read it.
  3. Second, independent pass. Before a guide goes live, a second reviewer re-reads every figure against the source and removes anything that cannot be confirmed. A guide that has not passed this check stays unpublished.
  4. Show the date. The top of each guide says when its facts were checked against the primary sources, and the "Primary sources" block at the end lists each source with a link and the date it was checked.
  5. Re-check when the source changes. Figures tied to the annual State Budget law, such as the subsistence minimum and the minimum wage, are re-checked when the next budget law is adopted. When a reader reports a figure that no longer matches its source, we check it against the original and correct the page.

If you see a figure that no longer matches its source, use the "Report a problem" button at the bottom of any guide, or write to info@ua4all.org. Say which page and which figure.

What a guide gives you, and where its role ends

Scope

A guide explains how a procedure is built: who decides, which documents are needed, what the law says about deadlines and fees, and where applications usually fail. It gives background for planning a conversation with a lawyer or an accountant. Reading a guide creates no client relationship, and a decision on a specific case belongs to a qualified specialist who has seen the documents.
