How does a foreigner get a job in Ukraine legally?

A foreigner works in Ukraine for an employer that obtains a work permit for that person before the job starts. The employer files the application with the regional employment centre, which decides within seven working days. With a certified copy of the permit the worker applies for a long-term type D visa, enters Ukraine and then gets a temporary residence permit valid for the term of the work permit.

The permit belongs to the employer, so the job offer is both the starting point and the weak point of the route. This page sets out the legal sequence, who pays for what, and the checks a job seeker can run against public registers before sending money or documents.

What are the steps from offer to first working day?

The route
Step (who acts)What the law says
1. Offer and draft contract (employer)The permit application includes a draft employment contract or gig contract certified by the employer (Law No. 5067-VI, Art. 42-2(1)(4))
2. Work permit (employer)Decision within 7 working days of registering the application (Art. 42-6(1)); the decision is published on the employment centre's website within 2 working days (Art. 42-7(3))
3. Employment contract (employer and worker)Signed no later than 90 calendar days after the permit is issued; a certified copy goes to the employment centre within 10 days of signing (Art. 42-7(4))
4. Type D visa (worker)Filed at a Ukrainian embassy or consulate with a certified copy of the work permit; issued for 90 days, multiple entry (Ministry of Foreign Affairs)
5. Temporary residence permit (worker)Filed in Ukraine with the application, a valid medical insurance policy, the work permit and the employer's undertaking to report an early end of the contract (Law No. 3773-VI, Art. 5(4)); valid for the term of the work permit (Art. 5-1(1)(1))

Law No. 3773-VI, Article 5-2, requires a long-term visa before a temporary residence permit unless a law or a treaty of Ukraine says otherwise. Ask the consulate whether such an exception covers your citizenship before you travel.

How long does a work permit last, and what does it cost?

Term and fee
Category (Art. 42-1)Maximum term (Art. 42-3)
Hired foreign worker or gig workerTerm of the contract, up to 2 years
Seconded worker sent by a foreign employerTerm of the foreign trade contract, up to 3 years
Intra-corporate transfereeTerm of the transfer decision and contract, up to 3 years
Foreign student of a Ukrainian universityTerm of the contract, up to 1 year during studies

The fee is set by Article 42-4 and paid by the employer with the application: UAH 9,984 for up to six months, UAH 16,640 for six to twelve months, UAH 26,624 for one to two years and UAH 33,280 for two to three years in 2026. The employer's side of the procedure, with documents and deadlines, is in how an employer in Ukraine hires a foreign national.

How do you check a job offer before you pay anyone?

Check the offer
  1. Find the decision on the permit. The employment centre publishes its decisions on issuing, extending, changing and revoking permits on its website within two working days (Law No. 5067-VI, Art. 42-7(3)). The State Employment Centre keeps a search page for these decisions at dcz.gov.ua/employer/reestrforeign, filtered by decision date and type.
  2. Check the employer is a registered company. The employment centre itself refuses a permit if the employer is missing from the Unified State Register or the register shows it terminated through liquidation (Art. 42-9(1)(3)). The same register shows the company's address, director and status.
  3. Compare the permit with the job. The permit names the employer and the position. Work on other terms or for another employer is a ground to revoke the permit (Art. 42-10(2)(6)) and costs the employer a fine of UAH 86,470 per person (Art. 53(5)).
  4. Read the visa list yourself. For a work visa the consulate asks for a certified copy of the work permit. An offer that promises a "work visa" with no permit behind it does not match the Ministry of Foreign Affairs list.

Who is allowed to charge you a fee?

Fees

Recruitment agencies working in Ukraine are paid by the employer. Article 37(2) of Law No. 5067-VI bars agencies that provide job placement services in Ukraine from taking fees, commissions or any other reward from the people they place. In the law's words, employment services are paid "exclusively by the employer to whom such services were provided". Breaking this rule costs the agency a fine of ten minimum wages, UAH 86,470 in 2026 (Art. 53(7)).

The work permit fee is the employer's payment as well: Article 42-2(3) has the employer attach proof of payment to the application.

Signs that an offer breaks the rules above: a placement or "processing" fee charged to you, a permit in the name of a company other than the one you will work for, and a work visa promised before any permit exists.

What changes once you are working?

After you start
  • The permit is tied to one employer. A second job with another employer needs a second permit (Art. 42(2)). Changing employer means the new employer obtains its own permit.
  • When the contract ends, the employer asks to revoke the permit (Art. 42-10(1)). The temporary residence permit was tied to that job, so the basis for staying ends with it.
  • The employer must pay the unified social contribution for you. If the register shows no contribution within two months of the contract date, the permit is revoked, unless the law provides otherwise (Art. 42-10(2)(10)).
  • Extensions are the employer's job too. The application goes in between 50 and 20 calendar days before the permit expires (Art. 42-6(2)).

Some foreigners need no permit at all, for example permanent residents, refugees and people under temporary protection. The list is in who can work in Ukraine without a work permit. Unpaid work is covered separately in volunteering in Ukraine as a foreigner.

FAQ

Can I apply for a Ukrainian work permit myself?

FAQ

The application is the employer's. Article 42 of Law No. 5067-VI gives employers the right to use the labour of foreigners on the basis of a permit, and Article 42-2 lists the documents the employer files. A foreigner without a job offer from a Ukrainian employer has nothing to apply with.

Can I come to Ukraine on a tourist visa or visa-free and then look for work?

A short stay is a different purpose of entry. For a work-based temporary residence permit, Law No. 3773-VI, Article 5-2, requires a long-term visa unless a law or treaty says otherwise, and the consulate issues a work type D visa against a certified copy of the permit. Plan for the employer's permit to come first.

How long does the whole process take?

The legal deadlines are seven working days for the permit decision (Art. 42-6) and up to 10 working days for a regular visa decision, which a consulate may extend to 30 working days for additional checks (Ministry of Foreign Affairs). Document collection, translations and appointments come on top.

An agency asks me to pay for a job in Ukraine. Is that legal?

For agencies providing job placement services in Ukraine, Article 37(2) of Law No. 5067-VI forbids taking fees, commissions or other rewards from the people they place; the employer pays. Before sending money, check the agency and the employer against the steps above.

Does a job in Ukraine lead to permanent residence?

The work route gives a temporary residence permit for the term of the work permit (Law No. 3773-VI, Art. 5-1). Permanent residence follows separate rules under the Law on Immigration, covered in the residence section.
