Can a foreigner volunteer in Ukraine, and on what status?
Yes. Any foreigner who is in Ukraine lawfully can volunteer, and does it through a non-profit organisation listed on the website of the government body for volunteering (Law No. 3236-VI, Art. 7). For a longer stay the host organisation supports a temporary residence permit valid for up to one year (Law No. 3773-VI, Arts. 4(10), 5(10), 5-1). During martial law and one year after it, volunteers other than Russian citizens need no long-term visa first.
Volunteering in Ukrainian law means unpaid work. Law No. 3236-VI defines volunteer help as work and services that volunteers perform free of charge, and treats volunteering as a form of charity (Art. 1). Paid work falls outside volunteering and follows the rules for employing foreigners, including the employer's work permit (Law No. 5067-VI, Art. 42).
Who can host a foreign volunteer?
| Rule | Source |
|---|---|
| Only non-profit organisations and institutions entered in the Register of non-profit institutions and organisations may engage volunteers | Law No. 3236-VI, Art. 5(1) |
| Such organisations have the right to invite foreigners to volunteer in Ukraine | Art. 5(2) |
| Foreigners volunteer through organisations whose details are published on the website of the central government body for volunteering | Art. 7(1) |
| The body publishes details of organisations that engage foreigners within three working days of receiving them | Art. 3(3) |
| The organisation informs that body in writing within five working days of engaging a foreigner | Art. 5(6) |
| When the foreigner stops volunteering, the organisation informs the migration authority within five working days | Art. 5(7) |
During martial law and for six months after it ends, the law also lets enterprises, institutions and organisations of any form of ownership, including commercial ones, engage volunteers for free medical and rehabilitation care. This route excludes citizens of Russia and Belarus, and the five-day notice under Article 5(6) does not apply to it (Law No. 3236-VI, Final Provisions, item 2).
Which status fits your stay?
| Your situation | Status |
|---|---|
| Short stay, visa-free or on a short-term visa | Volunteer during your lawful stay through a listed organisation (Law No. 3236-VI, Art. 7(1)) |
| Longer stay with a volunteer programme or a listed organisation | Temporary residence permit, valid for the period stated in the documents and up to one year (Law No. 3773-VI, Arts. 4(10), 5(10), 5-1(1)(5)) |
| Medical worker or rehabilitation specialist volunteering during martial law (not a citizen of Russia or Belarus) | Temporary residence permit for the period of that care (Law No. 3773-VI, Art. 4(10), second paragraph) |
Short-stay rules, including the 90-days-in-180 limit for short-term visas, are in the travel section.
What do you file for a volunteer residence permit?
Law No. 3773-VI, Article 5(10), lists the basis for the permit:
- your application;
- a valid medical insurance policy;
- a submission (podannia) from the state body that runs the volunteer programme, or from the organisation that engages volunteers and is published on the volunteering body's website;
- a copy of that organisation's state registration certificate.
The permit is issued for the period in your documents and for no more than one year (Art. 5-1(1)(5)). While you hold it and volunteer with that organisation, you stay in Ukraine lawfully for the period of the activity (Art. 4(10)).
Do you need a type D visa first?
As a rule, yes. Article 5-2 of Law No. 3773-VI requires a long-term visa before a temporary residence permit. For volunteering, the Ministry of Foreign Affairs asks for an invitation letter from the state body that runs the programme or from the organisation that engages volunteers, with a copy of the organisation's registration certificate. The type D visa is issued for 90 days with multiple entries. A regular application is decided within 10 working days, and the consulate may extend this to 30 working days for additional checks.
Law No. 4816-IX of 12 March 2026 added a wartime exception. For the period of martial law and one year after it ends, the long-term visa requirement does not apply to foreigners and stateless persons, other than citizens of Russia, who came to take part in international or regional volunteer programmes or in the work of organisations that engage volunteers under the Law on Volunteering (Law No. 3773-VI, Final Provisions, item 1-1(2)). The same amendment treated such volunteers who arrived after 24 February 2022 and applied for a residence permit within 60 days of the amendment's entry into force as staying lawfully (item 1-2).
What can a host organisation pay for?
A volunteer receives no salary, but Article 11 of Law No. 3236-VI lets the host reimburse documented expenses:
- travel to the place of volunteering, including baggage;
- the cost of obtaining a visa;
- food when volunteering lasts more than 4 hours a day;
- accommodation when the volunteer is sent to another town for more than 8 hours;
- postal and phone costs related to the volunteering;
- medical checks, vaccinations and other preventive measures directly linked to the work.
These reimbursements are excluded from the volunteer's income and from the base for personal income tax and the unified social contribution (Art. 11(2)). When expenses are reimbursed, a written volunteer contract is mandatory (Art. 9(1)); it sets the tasks, the period, rights and duties, liability, termination terms and the reimbursement rules (Art. 9(5)).
You may also ask the organisation for a written confirmation of your volunteering with its area, period and hours (Art. 7(4)).
Where do volunteers get it wrong?
- Paid "volunteering". Volunteer help is free of charge by definition (Art. 1), and Article 11 covers expenses only. Pay for the work itself takes it outside volunteering, and employing a foreigner requires the employer's work permit (Law No. 5067-VI, Art. 42). The employer's side is in how an employer hires a foreign national.
- An unlisted host. A foreigner volunteers through an organisation published on the volunteering body's website (Art. 7(1)). Ask the host to confirm it is on that list before you plan a long stay.
- Leaving without notice. The organisation reports the end of your volunteering to the migration authority within five working days (Art. 5(7)), and your permit was granted for the period of that activity.
