How does an international student get a Ukrainian student visa?
A student gets a long-term type D visa at a Ukrainian embassy or consulate on the strength of the electronic invitation issued through the state admission system. You file the visa form, passport, photo, EUR 30,000 health insurance, proof of funds and the USD 65 fee receipt, and give fingerprints in person. The consulate decides within 10 working days, up to 30 with extra checks. The visa is valid 90 days.
Those 90 days are for one purpose: entering Ukraine and applying for a temporary residence permit as a student. The rules are in the Visa Rules approved by Cabinet of Ministers Resolution No. 118, last amended on 16 May 2025, and in Resolution No. 758 on the admission of foreigners.
Do you need a student visa at all?
Yes, if you will study longer than 90 days. Article 5-2 of Law No. 3773-VI obliges foreigners to obtain a long-term visa in order to get a temporary residence permit, unless a law or a treaty says otherwise. The listed exceptions cover people whose refugee or protection case is being processed, foreigners serving under contract in Ukraine's armed forces or helping its units in wartime, their families, and certain children of residents. Students are absent from that list, and the wartime exemption added on 12 March 2026 covers branch staff of humanitarian aid recipients and volunteers only.
So a visa-free passport is enough for a short visit, and a type D visa is still required for a degree.
What comes before the visa?
The electronic invitation for study. It is generated by the Unified Interdepartmental Information System after you accept a university's offer, signed with the university's qualified electronic seal or signature, and valid for six months (Resolution No. 758, paras. 3, 7). Its data passes automatically to the consular visa system, so the consulate sees it before you arrive (para. 9). The full admission route is in how international students enrol at a Ukrainian university.
For applicants from states whose citizens get visas only after an interview and approval, the Security Service and the Border Guard Service check the file before the invitation is formed: normally within 10 working days, up to 30 for large requests (para. 8). Once you hold the invitation, the consulate skips its own approval round with state bodies (Visa Rules, para. 14-1).
Which documents go to the consulate?
| Document | Requirement | Source |
|---|---|---|
| Passport | Valid at least 3 months after your declared departure, 2 blank pages, issued for no more than 10 years | Visa Rules, para. 5(1) |
| Visa application form | Completed and signed | para. 5(2) |
| Photo | One colour photo, 35 × 45 mm | para. 5(3) |
| Biometrics | Fingerprints of all ten fingers and a face photo, given in person | paras. 5(3-1), 8-1 |
| Health insurance | Cover of at least EUR 30,000 | para. 5(4) |
| Proof of funds | For the stay and the return trip, under Resolution No. 884 of 4 December 2013 | para. 5(5) |
| Fee receipt | Consular fee paid | para. 5(6) |
| Purpose of the trip | The electronic invitation for study under Resolution No. 758 | para. 8(4-1) |
The Ministry of Foreign Affairs gives examples of proof of funds on its visa page: bank statements for the last two months, cash, bank cards with balance statements, an accommodation booking, a sponsor's letter or a return ticket.
Biometrics are the step you do yourself. For students, the visa documents reach the consulate through the state admission e-system (Visa Rules, para. 8-2), while fingerprints and the face image are given in person at the consulate or its visa centre (para. 8-1).
How much does it cost, and how long does it take?
| Item | Official figure | Source |
|---|---|---|
| Consular fee | USD 65, unless a treaty or reciprocity rule says otherwise | Visa Rules, paras. 23, 26 |
| Urgent processing | Fee doubled; up to 5 working days | paras. 19, 24 |
| Standard processing | Up to 10 working days from receipt of the documents | para. 19 |
| With additional checks | Up to 30 working days | para. 19 |
| Earliest filing | 3 months before the planned trip | para. 8-1 |
| Visa validity | 90 days, multiple entry | para. 4 |
| Appeal of a refusal | Letter to the consulate within 60 working days | para. 30 |
The Ministry of Foreign Affairs adds that fees are not refunded after a refusal.
Why can a student visa be refused?
Paragraph 28 of the Visa Rules lists the grounds. For students the practical ones are:
- no valid health insurance, where it could be bought in the country of filing (para. 28(6));
- no proof of sufficient funds for the stay and the return (para. 28(7));
- no evidence of the purpose of the trip (para. 28(8));
- false information or forged documents (para. 28(5));
- refusal to give biometrics (para. 28(10-1));
- a threat to national security or public order, or an entry ban on record (para. 28(1), (3)).
After a refusal you may file again (para. 29) or send a reasoned appeal letter asking for a fresh review within 60 working days (para. 30).
What happens after you arrive?
Before travelling you enter the time and place of your border crossing in your electronic cabinet, and the Border Guard Service records the crossing in the system (Resolution No. 758, para. 10). Ukrainian airspace is closed to civil flights, so students fly to a neighbouring country and cross by land; EASA bulletin CZIB-2022-01R14, valid until 31 January 2027, records the closure.
After enrolment you apply in person for a temporary residence permit (Resolution No. 758, para. 13). The grounds are your application, a valid health insurance policy, a document confirming study and the university's undertaking to report an expulsion (Law No. 3773-VI, Art. 5(13)). The Diia service card sets the deadline at no later than 15 working days before your permitted stay ends, the decision at 15 working days and the charge at 1,140 UAH. The permit runs for the study period stated in the university's document (Art. 5-1). The other residence grounds are covered in how a foreigner gets a residence permit in Ukraine.
FAQ
How long is a Ukrainian student visa valid?
90 days, with multiple entries (Visa Rules, para. 4). Inside that window you enter Ukraine, enrol and apply for a temporary residence permit, which then covers the rest of your studies.
Can I apply for a Ukrainian student visa online?
The visa itself is issued by an embassy, a consulate or a visa centre. The Ministry of Foreign Affairs asks applicants to fill in and register the form online at visa.mfa.gov.ua first, and the electronic invitation travels to the consulate through the state systems. The e-visa is a short-term visa of up to 30 days, so it cannot stand in for the long-term visa a residence permit requires.
How much money do I need to show?
The amount follows Cabinet of Ministers Resolution No. 884 of 4 December 2013, referenced in para. 5(5) of the Visa Rules. Consulates accept documents such as bank statements for the last two months or a sponsor's letter, according to the Ministry of Foreign Affairs.
Can I work in Ukraine on a student visa?
Only with a work permit that your employer obtains. Law No. 5067-VI gives foreign students their own permit category, valid for up to one year during studies, and issues it free of charge (Arts. 42-1, 42-3, 42-4).
What if my invitation expires before I get the visa?
The invitation lasts six months from its signature (Resolution No. 758, para. 7) and visa filing opens three months before the trip (Visa Rules, para. 8-1). Plan the visa appointment inside both windows, leaving room for the 10 to 30 working days of processing.
