Studying in Ukraine as an international student

5 guides · Updated

A foreigner enrols at a Ukrainian university through one state e-system. You apply online to up to 20 programmes for a single 3,100 UAH fee, accept an offer, receive an electronic invitation valid for six months, get a type D visa and, after enrolment, a temporary residence permit. The steps are fixed by Cabinet of Ministers Resolution No. 758 and the state portal studyinukraine.gov.ua.

Tuition is paid under a contract with the university. Article 4(2) of the Law on Higher Education lets foreigners without permanent residence or protection status study at the expense of individuals or companies, unless a treaty, legislation or a university mobility agreement provides otherwise. Degree programmes enrol until 1 November and until 1 March; each university publishes its own earlier deadlines in its admission rules.

The guides below follow the order in which a student meets each step: choosing a programme and applying, the visa and the documents that travel with you, and the Ukrainian language you study on the way. Every figure carries the act and paragraph it comes from and the date we last checked it.

FAQ

How do I apply to a Ukrainian university as a foreigner?

FAQ

Through your electronic cabinet in the Unified Interdepartmental Information System, reached from studyinukraine.gov.ua. You upload your school or university certificate with its annex, your passport and a colour photo, and send up to 20 applications (Resolution No. 758, para. 5). The system charges 3,100 UAH once, with all 20 applications included.

How long does a Ukrainian university take to answer?

Up to five working days after your application reaches it, and the decision reaches you no later than the next working day (Resolution No. 758, para. 7). Applicants from states on the designated list then pass a check by the Security Service and the Border Guard Service, normally within ten working days and up to 30 for complex requests (para. 8).

Can I study online from home?

Order No. 1541 of the Ministry of Education allows full-time, part-time and distance study for foreigners, with one exception: distance and part-time study are closed for the health care field, which covers medicine, dentistry and pharmacy (Order No. 1541, para. 3). Preparatory faculties are full-time only (Resolution No. 758, para. 2).

Do I need a visa if my country is visa-free for Ukraine?

Yes, for study longer than 90 days. Article 5-2 of Law No. 3773-VI requires a long-term visa to obtain a temporary residence permit, and its exceptions cover asylum applicants, foreigners serving in or helping Ukraine's armed forces, their families and some children of residents. Students are absent from that list.

Is my school certificate valid in Ukraine?

It goes through two checks. Validation checks the document against admission requirements before your invitation is issued (Resolution No. 758, para. 6). Recognition by the university or the Ministry of Education follows, within 45 calendar days of a complete file, and a refusal leads to expulsion within two weeks (MON Order No. 504; Resolution No. 758, para. 11).
