How is a foreign diploma recognised in Ukraine?
A foreign diploma or school certificate is recognised by a Ukrainian university, for study or work at that university, or by the Ministry of Education, for study and work anywhere in Ukraine. You file a certified copy with a Ukrainian translation, legalised or apostilled in the issuing country. The decision comes within 45 calendar days of a complete file, and the certificate of recognition has no expiry date.
The procedure is set by Ministry of Education and Science Order No. 504 of 5 May 2015, in the version in force since 1 November 2022. The order contains two procedures: one for higher education degrees and periods of study, and one for school, vocational and professional pre-higher education documents. Their rules on deadlines, validity and appeals are the same.
Who recognises a foreign diploma?
| Competent body | Purpose | Effect of the certificate |
|---|---|---|
| A Ukrainian university | Admission to study at that university, or an academic post there | Valid at that university |
| Ministry of Education and Science | Admission anywhere in Ukraine and professional activity in Ukraine | Accepted by all institutions, companies and organisations in Ukraine |
Source: Order No. 504, section II, para. 1, and section VII, para. 5 of each procedure.
A student who disagrees with a university's decision may apply to the Ministry for its own recognition procedure (section IX, para. 1).
What is recognition, and how is it different from validation?
International students meet two checks, and they happen at different moments.
- Validation comes first, during admission. The national information centre for academic mobility or the university's admissions committee checks the document against formal requirements and admission conditions, and the conclusion must be in the state e-system before your study invitation is issued (Cabinet of Ministers Resolution No. 758, para. 6).
- Recognition comes after you enrol. Resolution No. 758 makes it mandatory for every foreign education document on which a student is admitted (para. 11), and Order No. 504 sets the procedure.
A validation conclusion from a university is valid only at that university; one from the national centre is valid across Ukraine (Resolution No. 758, para. 6).
Which documents do you file?
Order No. 504, section IV, para. 1, lists:
- a certified copy of the diploma or certificate with a Ukrainian translation (the original on request);
- a certified copy and translation of the annex, transcript or another document describing the programme and its results;
- copies of earlier education documents, where needed;
- an official statement of the academic or professional rights the document gives in its country of origin, where needed;
- identity documents of the owner, and of the applicant if someone files on the owner's behalf.
An electronic diploma may be filed with a certified Ukrainian translation where the issuing country issues electronic documents. The competent body may also accept the file electronically, signed with a qualified electronic signature (section IV, paras. 1, 7).
Does the diploma need an apostille?
Yes, or consular legalisation. The diploma, the annex and the statement of rights must be certified in the issuing country in the way officially used there: an apostille for states party to the 1961 Hague Convention, consular legalisation for the rest (section IV, para. 2). Ukraine acceded to the Convention by Law No. 2933-III of 10 January 2002, and it entered into force for Ukraine on 22 December 2003, according to the Hague Conference status table.
Where the document is uncertified, or the certification fails to confirm the signature, the applicant supplies other proof that the document was issued and is authentic, such as an entry in an official register or database (section IV, para. 2).
When do you file, and how long does it take?
| Step | Rule | Source |
|---|---|---|
| Filing for study | Before studies start or within the first month | Order 504, section IV, para. 10 |
| Recognition for study completed | Within the first year of study | section IV, para. 11 |
| Preparatory faculty students | Recognition before enrolment on the degree programme | section IV, para. 11 |
| Incomplete file | May be returned without review within 15 working days | section IV, para. 8 |
| Decision | Within 45 calendar days of a complete file | section VII, para. 8 |
| Certificate validity | Valid with the original document, no expiry | section VII, para. 5 |
| Request for review | Within 3 months of the certificate or refusal notice | section IX, para. 1 |
| Review term | Up to 4 months from a complete file | section IX, para. 1 |
The university supervises these deadlines for its students (section IV, para. 12). Moving into the next year of study requires the recognition record to be in the Unified State Electronic Database on Education (Resolution No. 758, para. 11).
Why is a diploma refused?
Section VII, para. 3, of Order No. 504 lists the grounds. The ones that catch students most often:
- negative verification of the document or a negative check of the institution's status;
- an institution or programme outside the official education system of its country;
- a programme that cannot be matched to any Ukrainian degree, or a substantial difference that rules out recognition;
- a programme shorter than one academic year, or a semester load below the institution's own minimum;
- documents from territories Ukraine does not recognise, or from occupied territories of Ukraine;
- signs of forgery, or text that is damaged or carries unreserved corrections.
For a student the consequence is immediate. After a refusal the university expels the student within two weeks of the refusal notice being registered. If recognition shows the document supports a lower level than the one applied for, study continues from the level that matches (Resolution No. 758, para. 11).
Where people get stuck
- Apostille after departure. Certification is done in the issuing country. Fixing it from Ukraine means sending documents home while the one-month filing window runs.
- Treating validation as recognition. The validation conclusion is an admission filter. Recognition is a separate decision with its own refusal grounds.
- Medical training documents. Order No. 504 excludes documents on medical or pharmaceutical professional training, including internship and residency, from the higher education procedure (section III, para. 1).
- Documents from Russian or Belarusian institutions. Under martial law, documents issued there to their own citizens are not accepted for recognition, with exceptions for refugees, permanent residents and students enrolled by 2021 (section X).
FAQ
How long does diploma recognition take in Ukraine?
Up to 45 calendar days from the day the competent body receives all the documents and information it needs (Order No. 504, section VII, para. 8). An incomplete file may be returned within 15 working days.
Does the recognition certificate expire?
No. The certificate is valid together with the original document and has no time limit (Order No. 504, section VII, para. 5).
Is recognition by my university valid elsewhere in Ukraine?
A university's certificate confirms your right to study or work at that university. For admission elsewhere or professional activity across Ukraine, recognition by the Ministry of Education is the one accepted by all institutions and employers (section II, para. 1; section VII, para. 5).
Do I need recognition for an exchange semester?
No. Documents issued to continue study under an academic mobility programme are outside the procedure (Order No. 504, section III, para. 3).
Can I appeal a refusal?
Yes. Within three months you may ask the body that decided to review its decision, with reasons and extra documents; the review takes up to four months. A student refused by a university may also apply to the Ministry, and every decision can be challenged in court (section IX).
UAVisa (uavisa.pk) runs a lawyer-led document review: a Ukrainian lawyer checks up to four documents, such as offer letters, invitations and visa papers, for authenticity and compliance defects and returns a written redline and risk memo within 3–5 working days. Recognition decisions themselves belong to the university or the Ministry of Education.
